Summary: Thirty years experience in engineering including structural, electric, machinery and piping design. Project Engineer in charge of all phases of major coal processing facilities. Twenty years as an engineering consultant designing commercial buildings, municipal utilities, road, bridge, airport and related work. Ten years as City Engineer for Jackson, Ohio and two years as Director of Public Service for Jackson.

Accepted position as City Engineer in April 1996. Typical duties include design, bid & manage small to medium sized utility expansion and rehab projects, new buildings and building additions or renovations, new bridges and rehab of old ones, paving, sidewalk and related projects, storm water improvements, electric distribution, etc. Provide construction inspection on all projects, and manage large projects that are designed by outside consultants. Grant application and administration assistance. Provide supervision and conduct inspections of all departments. Review and approve proposals from developers. Attend planning and zoning board meetings and council meetings. Assist the Service/Safety Director. Assumed the position of Zoning Enforcement Officer and Building Official in 2003.
Appointed by the Mayor as Director of Public Service in January 2004. Directly supervise 75 employees in the departments of Administration, Water Treatment & Distribution, Sanitary Sewage Collection & Treatment, Electric Distribution, Street & Alley, Fleet Maintenance, Utility Billing, Cemetery and Garbage Collection. Also, Assistant Director of Public Safety responsible for Fire and Police activities.

1985 – 1996 SBA Consultants, Inc. Jackson, Oh
Started engineering consulting firm, initially part time, then full time in 1987. Staff of 8 people. Projects consisted of surveying and commercial building design including churches, restaurants, offices, medical buildings, mercantile, etc. A great deal of municipal work was eventually undertaken. Typical municipal projects include; sanitary sewers, water distribution, waste water and potable water treatment plants, electric distribution, roadway and bridge design. Other project types were industrial/factories, subdivision layout, surveying & mapping, ODNR mineral extraction permit work, landfill engineering and various OEPA permitting projects.
1976 – 1987 McNally Pittsburg, Mfg. Wellston, Oh
Employed out of college with a Bachelor of Science Degree in Civil Engineering (BSCE). Initial position with McNally was designing foundations for large mill buildings. Progressed through designing structural steel, electrical, piping and machinery (mechanical) layouts for large coal processing facilities built by McNally.
After four years, appointed as Assistant Project Engineer on the $11 Million VP #6 project located in Virginia and later took over as Project Engineer of this project.
Project Engineer of multiple coal processing facilities including development of the new modular plant system where plants are built in the shop and then shipped by truck to the jobsite and stacked together.
The Project Engineer’s position involved all phases from initial contact with clients, proposal drawings & contract negotiations, through engineering design, shop fabrication, erection and start up of the facility.
